What does it mean to have a SIMPLE 403(b) plan when 403(b) plans are so complicated? It means working with a team of specialists who focus exclusively on the 403(b) industry. We help employees retire better and we help employers sleep better. We do one thing and we do it well.
PHD. Retirement Consulting provides Faith-based, Fee-only, Fiduciary consulting. The ‘PHD’ is actually an acronym that stands for Plan Health Design. We believe that healthy retirement plans will naturally produce healthy retirement outcomes. Just as a good tree cannot bear bad fruit, and a bad tree cannot bear good fruit. (Matthew 7.18)
As the Fee Only advisors (Feeonly401kadvisor.com), we prefer to work for a FLAT Fee to remove any conflicts of interest, and we never work for commission. The markets might fluctuate, but your advisory fees should not fluctuate.
Philippians 2.3-4 indicates that we should put the interest of others above ourselves. ERISA (The employee Retirement Income Security ACT of 1974, as amended) essentially requires the same for those who sponsor a 403(b): to put the interests of employees above their own and to do what is exclusively in the best interest of plan participants. We take seriously this charge to put employees first.
About Troy Redstone
A 22-year veteran of the industry, Troy founded PHD. Retirement Consulting and serves our retirement plans as a Certified Plan Fiduciary Advisor (CPFA®), a Certified Behavioral Finance Analyst (CBFA®), a Certified Financial Education Instructor (CFEI®), and an Accredited Investment Fiduciary (AIF®). His degrees are in Behavioral Psychology and Finance, which is essentially the study of why people do the stuff they do … with money. He double majored at The University of Alabama (B.A. in Behavioral Psychology and Journalism) before securing a Master of Divinity from Anderson University and pursuing an M.B.A. in Finance from Rockhurst University.
Troy is an author, speaker, and behavioral finance consultant. He enjoys working with employers to develop Financial & Organizational Health and Leadership Development. Serving employer-sponsored retirement plans of all sizes, his clients have included several Fortune 500 companies as well as a few Fortune 100 companies. He served the industry as the President of the Retirement Advisor Council (as one of the top retirement plan advisors in the business) and as the President and Chair of the Employee Benefits Institute.
Sometimes referred to as “The Dave Ramsey of 401k’s”, he enjoys promoting financial wellness by encouraging employees towards sound stewardship (eliminating debt BEFORE adding more money to the 401k). He is the author of REPURPOSEMENT – Experiencing the Financial Freedom to Start Living on Purpose Today and 401(k) Architecture – Design a Retirement Plan That Serves Your Purpose and Your People.
He is a Kansas Citian, a college football fanatic, and a volunteer at his church.
About Heather Harvey
Heather Harvey serves as Chief of Staff at PHD. Retirement Consulting, where she plays a key role in aligning strategic priorities, streamlining operations, and enhancing client service delivery. Her diverse background has uniquely equipped her for this leadership role. Heather has experience organizing and executing initiatives at a visionary level through her volunteer leadership at her church, where she coordinated teams, managed events, and supported mission-driven programming. She also brings a strong service mindset from her time working in a hospital setting, where she gained valuable experience supporting patients and navigating high-pressure environments with care and efficiency. Additionally, Heather developed organizational and leadership skills by running a homeschool co-op, where she oversaw curriculum coordination, scheduling, and community engagement for multiple families.
Outside of work, Heather enjoys investing time in her family, exploring watercolor art, and actively serving in her church community. She is passionate about developing curriculum, teaching, and equipping both students and leaders through mentorship and leadership.
About Hannah O’Keefe
With a strong foundation in organization, communication, and problem-solving, Hannah brings a detail-oriented and client-focused approach to her role as an Account Administrator at PHD. She plays a critical role in maintaining structured, user-friendly client file systems, ensuring both her team and clients can easily access important information. Hannah supports Relationship Managers by coordinating documents, tracking ongoing client needs, and helping prepare for quarterly meetings through data gathering and report building.
Her commitment to accuracy and compliance is evident in her careful maintenance of client vaults, helping ensure audit readiness and regulatory alignment. Hannah’s background as a stay-at-home mom and homeschool educator for over a decade has sharpened her time management, adaptability, and ability to manage complex responsibilities with care and precision.
Outside of work, Hannah enjoys gardening, learning new sports with her children, watching movies, and beekeeping—currently managing an apiary with five hives, a reflection of her patience, dedication, and love of continuous learning.
About Andrea Bernard
As a Relationship Manager and Budget Coach at PhD Retirement Consulting, Andrea is passionate about helping clients achieve clarity, confidence, and progress in their financial lives. She brings a relational, goal-oriented approach to her work, guiding individuals and families through budget planning and long-term financial decisions with care and encouragement.
Andrea’s diverse background has equipped her with strong leadership, coaching, and organizational skills. As a fitness trainer and fitness floor director, she developed a passion for helping others reach their goals while leading teams and implementing systems that improved client engagement. She also served as a Financial Peace University coordinator, where she guided participants through budgeting and debt reduction. Her leadership experience extends to directing homeschool communities and mentoring students and families, fostering growth, connection, and accountability.
Outside of work, Andrea enjoys homeschooling her children and supporting their activities, including sports and music. She loves staying active through yoga, walking, and rebounding, and values connection—whether over a latte with a friend or while enjoying a good book.
About Jessie Steinlage
With a strong background in both healthcare and client-focused sales, Jessie brings a unique combination of relationship building, communication, and customer service skills that translate well into a Relationship Manager role within the retirement and financial services industry.
As a dental assistant, she developed the ability to build trust with patients, explain complex information clearly, and provide personalized support in fast-paced environments. Her experience required attention to detail, empathy, organization, and the ability to create positive experiences for individuals from all walks of life.
In addition, her role as a sales representative for Clinique at Dillard’s strengthened her skills in consultative sales, client retention, and relationship management. She learned how to identify customer needs, recommend solutions, and build long-term loyalty through exceptional service and communication.
Outside of work, she values spending quality time with family and enjoys reading, gardening, and traveling whenever possible. She believes these interests help her stay grounded, curious, and connected — qualities that also shape the way she builds meaningful professional relationships.

She brings a strategic and creative approach to connecting with clients and strengthening the company’s presence across multiple platforms. Her background in social media, video, photography, research, and creative writing allows her to craft compelling messaging that resonates with both current and prospective clients.
